Unidad documental simple 5 - Telegram from Edwin Montagu to Lord Chelmsford

The extract from Chelmsford’s speech [see A2/19/3] shows that he did not make the scope of the Indemnity Bill plain. He does not believe that Chelmsford would approve a Bill which would give his officers absolute indemnification, and the present one does not do so; but, though he agrees that such a Bill is necessary, it must be made clear that they intend to take whatever action is required as a result of the inquiry. Emphasises that in order to carry a Bill through any assembly, explanations to the assembly, to individuals, and to powerful and not ill-disposed organisations are essential. He has not yet heard the final form in which the Bill was introduced, as Chelmsford did not give him enough time to redraft the parts he (Montagu) objected to. Has given a letter to Hunter urging him not to be led into irrelevant matters or away from matters which should be investigated. Urges him again to make it clear that the Commission will explore the whole truth, and that the Indemnity Bill does not prevent taking necessary action, but follows precedent in preventing actions by private individuals in law courts.
