Refers to Chelmsford's letter of 7 May. As he does not know the extent of the outrage on the lady missionary, he cannot judge the degree of provocation. He hopes it [the crawling order] was enforced only once, and then on a prisoner. Nevertheless, it was reprehensible in itself, and it is his opinion that Dyer should be relieved of his command and sent home.
