Informs Sidgwick that Kimberley [John Wodehouse, 1st Earl of Kimberley] says that Political Economy must remain as it is, on the programme of the India Civil Service men. Expresses admiration for present government, but professes enjoyment of the consequences of [Arthur] Balfour's possible attack in relation to this matter.
