London.—Asks him to prepare plans and estimates for such engineering works in the Bay of Rio de Janeiro as will raise the city to the position of a first class port. As the Don Pedro II dock is presently the only one which can accommodate large vessels, further docks and quays for large vessels are needed. It is also required that there should be direct railway communication between the proposed docks and the Don Pedro railway, as well as warehouse accommodation on a large scale. Suggests that the docks should be constructed to the south of the Ilha dos Cobras and protected by a breakwater running from the Ponta do Calabouço to the Ilha dos Ratos.
