Poor Law Board, Whitehall. - His father approached Mr Baines via Milnes to obtain a position with the Poor Law Board for him; has been a clerk here for fifteen years; in 1854 left service of Mr Hurst, Poor Law Inspector, when his father died; has supported family since then; now 36 and only earning piece rate as a copyist; believes he is due for promotion; health improved; would Milnes support application to Mr Villiers.
