Warr, one of the candidates for the position of secretary of the Cobden Club, very well since the beginning of Warr's studies at Cambridge; he is a 'man of great intellectual power, a thorough Liberal, and a most energetic and enlightened politician'; he has recently given a course of educational lectures in the north of England on 'the political institutions of the United States, and all who heard them speak of them in terms of the highest praise'. Can think of nobody better to be secretary of the Cobden Club.
