Is disappointed that Chelmsford feels unable to state his opinion before taking formal action with his colleagues. Suggests they should begin discussing with legal and military advisers the question of whether Dyer’s actions were consistent with the King’s Regulations. Head-hunting will be prevented if they express their considered opinions to the public fairly, and take prompt and adequate action.
