Refers to A3/27/1, and summarises what he understands to be Reading’s reasons for delaying the prosecution of Gandhi. Public opinion in Britain is increasingly perplexed at Gan-dhi’s non-arrest, and Northcliffe’s Bombay interview will enhance this feeling. The salient recent events are the result of the Bombay Conference, at which it appears Gandhi was playing for time, and Gandhi’s reported message at Madras to those who had begun civil disobedience. It is just possible that he latter may develop the situation. He notes Reading’s objection to deportation.
