The position is better in Bombay, but the unruly element in the Punjab still causes concern. He has instructed the military authorities to advise Montagu of 'possible military requirements under possible eventualities'. The real danger point is Moslem discontent, the present unusual fraternisation between Hindus and Mohammedans, undoubtedly fostered by the latter, being indicative of this. A great deal, therefore, turns upon the decisions taken in relation to Turkey at the Peace Conference. Lloyd has not yet taken any measures with regard to the deportation of leaders, but Chelmsford has confidence in his judgement and believes he will not use extreme measures unless imperative.
