The form in which Montagu communicated the Cabinet’s decision on the arrest of Gandhi in his private telegram [A3/11/2] ‘looks rather like an informal direction’, which he trusts is not the case. He is quite prepared to arrest Gandhi, but is delaying in the hope that his pronouncements may prove ineffective and that the failure of his promises may weaken his movement. The technical evidence against him is complete.
