Ambleside. - Bob and Roger [Fry] will be pleased that a 'memorial [memorandum] about Finland" which is soon to be sent to the Duma [Russian Parliament] has been much signed by British MPs. Has had a long talk with Cecil Spring Rice, the British minister at Stockholm - not [his relative] Tom - who knows about the affair as the 'Swedes are so deeply interested'. There is some hope that the 'change may be of a more limited character than is threatened'.
