Agrees that orders based on racial distinctions are objectionable, but thinks that the particular circumstances of those issued under martial law should be heard, and these will be investigated by the Committee. Montagu’s suggested instructions are too far-reaching to be en-forced in the terms proposed, since they would cover many areas of public life and would involve the repeal of some beneficial statutory provisions. Moreover, as the orders in question were passed under abnormal conditions, the proposed instructions would be regarded as a slur on the administration in India.
