Unidad documental simple 2 - Telegram from Lord Reading to Edwin Montagu

Refers to Montagu’s telegram of the 7th and to A3/38/1. Points out that both he and the members of his Council believed that Montagu was administering an undeserved rebuke to the Government of India for want of action. If this is the case, he is very surprised, and awaits clarification. He had expected the arrest of Gandhi ever since the Bardoli resolutions, and in-structions have now been given as indicated in A3/38/1.
