At Surat yesterday the Congress Working Committee congratulated Bardoli Taluqa on their resolve for mass civil disobedience and called upon all parts of India to refrain from aggressive civil disobedience without Gandhi’s consent. The Committee also requested people to pay taxes, except in such cases of direct payment where Gandhi’s consent had been obtained for suspension of payment in preparation for mass civil disobedi-ence.
