3 York Villas, Brixton, S. - Encloses letter from a Customs House man on the new writerships; private circulars disqualifying all but the sons of gentlemen are sent to the departmental heads; writers have no chance of promotion and can be dismissed at a month's notice. His cousin Murray Howell is highly educated and businesslike; seeks position for him. Postscript: a post away from town would relieve him [C. A. Howell] considerably.
Enclosure: letter, 16 Mar. 1867, from Thomas Quarm [?] to Charles Augustus Howell - applicants for Customs House writerships must be aged 25-30; posts are in the gift of the Commissioners; similar appointments in Inland Revenue, Admiralty, War Office and Post Office.
