Likes 'the South American States, who are numerous and excitable'; mentions a recent 'fierce turn-up' between Chile and Bolivia. The 'Great Powers are calmer, but equally determined not to be done down. France is very jealous of Britain, of course, and is very noisy during the English translations of the speeches, to drown them if possible'. Nansen is here and a 'very popular figure. Also Balfour and [?] R. Cecil'.
