Item 3 - Printed circular letter from S. P. O'Donnell to 'All local Governments and Administrations'

Delhi.—Refers to letters issued in June and July explaining the Government of India’s policy in regard to the non-co-operation movement and indicating measures to be taken by local Governments in accordance with that policy. Gives an account of outbreaks in re-cent months which have made more drastic action necessary, and detailed instructions as to new measures to be taken by the various local Governments.
