Martial law is no longer in force anywhere in the Punjab, but the Seditious Meetings Act is in force in certain districts. Only two cases of punishment are pending, both in Ordinary Courts. Local Government has finished reviewing the sentences passed by martial law commissions, and is about to review those passed by summary courts for offences under ordinary law. Sentences passed by summary courts for martial law offences can only be reviewed by the Government of India, but they expect to receive Local Government’s recommendations shortly. Newspapers are being published. Sir Henry Rattigan, Chief Justice of the Punjab High Court, has assured him that the Punjab is rapidly becoming normal.
