Cites the text of the order issued by Hodgson to the Gujrunwalla district on 24 April [see A2/18/4b], which was extended to Lyallpur on the 30th after the Deputy Commissioner, Montmorency, reported that he had been spat on, insulted, and threatened when restraining crowds on the 13th and 14th. Points out that the present prosperity of the district is largely due to Montmorency’s efforts. The order was published as a martial law order in the normal way, but did not come to the notice of Local Government till 21 May. Immediate inquiry was made, but the order had already been cancelled, having only been in force for a fortnight. The Home Department will send copies of relevant documents.
