The Commissioner, Northern Division, reports that at a meeting at Bardoli [on 29 January], attended by Gandhi and other leaders, a resolution was passed for the non-payment of taxes. This will take effect if approved by an All-India Congress Committee meeting at Surat on 31 January and if no round-table conference is arranged. It is believed that an ultimatum to the Viceroy will be sent on 1 February.
