Writes in relation to the subject of Tuition Reform, and puts forward a series of resolutions 'calculated to effect the objects [they] have in view.' Asks Sidgwick to add them to his own (if he thinks them of sufficient merit) 'for the consideration of non-residents and others who share [their] views.' Goes through the resolutions, which include subjects such as control of the tuition money. Gives his view that occasional lecturers 'should always be appointed distinctly as temporary employees of the College.'
